This allowance is not means tested and if a person is self funding their own residential care, they are still entitled to it . Follow the link above. You can apply for your dad as his attorney.

Absolutely agree with this, but I would also recommend that you get someone like Age UK or Citizens Advice to help you fill it in as it is very easy to downplay problems. I was advised by DWP to fill it in assuming that it is the worst day from hell and also that different people will be reading each question.
