Any advice welcome - supporting a friend

Hi, i have joined the forum as i have a close friend whos mum has been diagnosed with vascular dementia, my friend is an only child and needs help. My father in law died from vascular dementia and my mother in law cared for him until the end. It seemed as though she had a lot of support out there back then but when trying to find more local support for my friend it is becoming testing. She has noticed that her mum has been biting her nails which isnt something she has ever done, she doesnt want to go out on her 1 weekly trip to have her hair done and due to my friend working full time its so hard for her to get teliable help that she can trust

Lockdown and Covid seem to have reduced the availability of support but I`m hoping it is getting back to normal now.
