What is a special placement ?

My wife has late stage vascular dementia and has a lot of needs , social services are looking for a nursing home but if they cant find one to take her they said they would find a Specialist Placement , what does this mean and what sort of place is it ?

Maybe translates as 'will have to pay more for a home that can meet her needs' ie one as described in @Grannie G 's link.
