Top Up Fees

I'm super confused! I'm searching for care homes to add to an emergency care plan and I've found a couple in my area. One of these charges £1300 per week and the other charges £1100 per week. The more expensive one says that it can be fully funded by the local authority and the cheaper one says it requires a top up (discretionary by the manager). I don't understand how this works. I assume that the LA will pay out the same amount of money so shouldn't the cheaper one be fully funded too if the more expensive one is fully funded? Or do I have my assumptions all wrong?

Note the word 'can' they may be talking about residents who have obtained CHC.

Some LAs adjust the amount they will pay according to the person's assessed needs.
