I think you might find the "fully mobile" thing to be the break point. The constant fear with a dementia resident is that they will wander off - hence the secure units. However, if someone is immobile, it's a lot easier for a residential home to deal with them, which is why some non-emi units will take them. Which is not to say that there aren't exceptions to this "rule".
