I think many make such 'promises' in times when it seems that residential care will never be needed or because we want to reassure
My parents moved house several times in their lives because it was needed for work or to be near others .... so when dad's care needs increased I looked upon it as simply another move which enabled these particular needs to be met, and that leaving him in his then current property would have been a dereliction of my care for him

I never considered that I was 'putting' him anywhere, and certainly wasn't just dropping him and leaving him, I visited regularly all the years he lived in his last home

So maybe consider your promise as the one SeaSwallow made which is really the meaning of whatever words may have been said
