I don't think the gov't had any choice about announcing a Christmas reprieve. Non-compliance has become a major issue (particularly compared to the first lockdown in March) and if lockdown or the tier system was continued over the festive period, people would have ignored it anyway. Like @jennifer1967 I know/see lots of people who believe the rules apply only to others, not them, and continue to do exactly as they want, regardless of the guidance. My daughter who lives in Hull (where it is very bad) tells me of shops and pubs opening 'secretly' or with lookouts outside in case the police come.
