Diagnosed as EMI -DESPERATE

Hi

My mum has been in a residential care home for just over 2 years, she has dementia and parkinsons, she is also a falls risk. Over the last couple of months she has become more aggressive and agitated, so the care home have had to bring in the mental health team to asses her, she has now been assessed as EMI RES.
Both my brother and I are very confused as they have told us that she is EMI Residential, but on visiting EMI RES. homes the care/staff ratio is, in some cases worse than were she is now. Example 2 care staff and 1 Senior to over 20 residents, in my mind this is just not enough and mum would be more vulnerable there than where she now is, and on speaking to different homes they think she could be EMI NURSING.
We don't have a social worker or any help at all to guide us, anyone got any ideas please?
