Aisling - I dont think you will have a problem.
The issue here seems to be (please correct me if Im wrong) that there are a married couple who have a joint bank account and are neither of them are able to so sort out their finances. Some one else has PoA, but only for one of them.
I wondered whether the person who holds the POA could apply for CoP for the other person.
