What help/support can I get for my mum WITHOUT an official diagnosis?

So we got to have a conversation with mums regular Dr today. I haven’t hear mum have such a coherent conversation in months... ! of course today everything is ‘fine‘ until she comes off the phone and straight into to ga ga mode again... i have basically been told we have to wait for a crisis which is exactly what I was trying to avoid but I guess if she wont accept help or medication there is nothing the Dr can do....
