Registering POA - how long?

A quick question, how long should it take for POA forms to be registered? I thought it was about 4 weeks. What actually happens to the forms, and what could hold up the process?

Posted mine on the 8th January this year and had a letter to say they will be registered on the 19th March and receive them back within 2 weeks of this date.

POA for my Mum took over 9 weeks.

Think it was towards the end of February. I know it was longer than I expected - they usually say you should receive a letter after 4 weeks of sending but it was longer.
