NHS Funding - appeal?

My mother suffers from Alzheimer's and has been in care since 2007. She had to go into care as my father was too ill to look after her. At the time, she was assessed as not being suitable for NHS Funding, but now after all this time she can do virtually nothing for herself, though she sometimes feeds herself if given frequent reminders. She is re-assessed approximately every year, but is still refused funding. I saw some publicity stating that if you wanted to appeal against funding not being allowed to write in to the Primary Care Trust before the deadline. I did this and although the PCT acknowledged receipt of the appeal on 27th September 2012, I have not heard anything since. I know that there are people out there who have appealed and have been successful, but I don't know how to get in touch with these people. I know that it can be difficult for an appeal to be successful and would really appreciate some help with this.
