I truly think that you are looking at a care home.
I would be inclined to phone Social Services (it will have to be Tuesday now) and insist on urgent respite. I you can get her into a care home for even a week, this will give you a chance to make investigations about care homes on a permanent basis. The SW should be able to give you a list of places that would be funded by the Local Authority.
