What happens to 'unspent' Personal Expenses Allowance

This is a weekly sum of income that is disregarded from covering care costs for the purpose of providing for various sundry expenses. All the guidance that i can find says this amount cannot be used for paying for care.
I'm wondering, if this is not fully spent, can it accumulate as a sum that will represent savings permanently disregarded for any purpose of meeting thresholds or being counted towards the income from savings calculations? Also, if so, can it be carried across tax years?
I'm asking partly because less is spent than this sum per week, plus I'm spending it for my mum from my own money because the Building Soc makes it awkward to access her account to reimburse myself, even though i have PoA. so it is accumulating in her account and thirdly we sort of want it to accumulate to buy an expensive armchair recliner for her room.
Knowing how this works will help me plan management of her finances.
