Moving to a care home against her will

My 82 year old mother has dementia and her mental state has detiorated rapidly in the last few months. She currently lives at home with my 83 year old father who is her full time carer. She has become increasingly antagonistic and tormenting towards him, accuses him of all manner of crimes and has called the police out 5 times. She will hide his phone, house keys and accuses him of taking her money.
My siblings and I are seriously concerned for his wellbeing as he is in not good health and is under enormous stress. We all try to support him by giving him breaks and he has some support from the health authority but he now feels he can no longer cope and needs her to go into full time care. She of course does not want to leave the home and is refusing to go into a care home. They live in Scotland and I'm not sure where the laws stands with this - can anyone help or offer insight? Thank you
