Hi, I don't know if things are the same but when my father tried to use the LPA to buy a villa in Spain with my mother's money I reported hime to the Court of Protection who at that time were the body in charge of LPA.
You might find they can help you or if not Citizens Advise would send you in the right direction. I am afraid that the bank account fraud is probably fairly common.

Yes the court of prorection would be the people to raise the issue of the bank account issue with.
I dont think Bank account fraud by POA is common at all, It happens I am sure, but not 'common' by any means.
