Investment bonds/disregard/pension credits

Hi, mum has investment bonds with life assurance, she lives alone in her own home. I believe these are disrgareded as assests if she has to go into residential care. Are they also disregarded as assests when applying for pension credits? Mum has no other savings. I have phoned the DWP and they say the same rules apply and though there is no box on their form to declare bonds with life assurance we have to send them copies of the certificates.
I can't believe these bonds are possibly going to be disregarded, mum has been self funding everything. If she gets pension credits she will get free home care/help too I think.
I am just in the process of trying to get copies of these certificates and mum has a financial assesment coming up.
Has any one any experience of investment bonds with life assurance being disregarded by the DWP and thus getting services paid for like home care?
Mum is 77 and retired at 60, so it's 17 years of not recieving pension credits, i can hardly believe what I'm thinking, but all the info I've been given indicates they should have been disregarded.

The EXACT wording of the bond certificate is important but it could well be disregarded.

Life insurance policies

[Legislation 26]

We ignore the surrender value of life insurance policies. If your customer chooses to cash in a policy early, or it matures, the money they get is counted as capital.

Thank you for your refply nitram.
Your information was very helpful to me, as always.
The DWP has disregarded the investment bonds and paid mum a lump sum backdated to July 2013. It's amazing.
I just wish I had known about the disregard years ago as mum has missed out years of pension credit.
I urge anyone with savings bonds to check the certificates to see if they have any wording about life insurance.
It makes life so much easier having a care package paid for by the LA rather than me having to pay from mums savings using POA.
