It says

You must have made a claim for a qualifying benefit before making a council tax discount or exemption claim.

which is somewhat misleading.
Proof of eligibility for, not receipt of, is all that is required.
In some cases receipt of qualifying benefit can have an adverse on another non-qualifying benefit.
