Funded Nursing Care Rates

Hello. My mum has just been placed in a nursing home, having been moved from a residential care home under the Fast Track pathway (the residential home is also closing down). I anticipate that when mum's imminent review is conducted, the full NHS funding will be stopped and she will be dropped down onto FNC.

I was under the impression that FNC was set at the rate of £219.71 per week and that was that. However, GOV.UK is telling me that £219.71 is the standard rate, and there is a higher rate which is set at £302.25 per week. My mum used to get FNC at the standard rate until her old care home de-registered as a nursing home earlier this year. There was never any mention of a higher rate. Has this been introduced recently, or has it always been available and I didn't know about it?

If what I have read is correct, how does someone qualify for the higher rate?
