Deputyship query

Hi I am now a deputy for my mother’s finances but at the moment unable to charge, lease or sell the property as the DOL’s had not been completed. This has now been done and my solicitor is going to to back to the court regarding the next stage. I want to be able to finalise the deferred payment scheme with local authority and continue for the time being able to charge the property but my solicitor is saying the court will force me to sell the property. Is this correct do the courts never agree to charge or lease the property? Thanks for your help 🙏
