COP 3: Evidence of Capacity: Waiting for transfer of GP records

Dad recently died and Mum went into a care home over 2 weeks ago.
Mum was transferred automatically to a new GP near the care home.

I need to register as Deputy ASAP, but the new GP is unable to fill in COP 3:Evidence of Capacity.
They say Mum's records haven't been transferred yet, from the old GP to him.
It could take several weeks to do this, they say...

Any way to speed this up? At this rate it's going to take over 6 months for the Deputy application process.

There is no way that it should take weeks to transfer the medical records, what if she becomes ill? It's all computerised now should be able to be done at the touch of a button I'd imagine.

I'd call the old GP's and ask them what the hold up is and when they are going to get theh records to the new GP.

I was thinking of asking the old GP to fill in the forms. But Mum is now registered with the new GP...catch 22.

I don't see why that should be a barrier, there will be an administrative person at both GP's who would manage the paperwork side of things. What if your mum becomes ill in the next few weeks and the new GP doesn't have her history.

I'd be insisting that it is done this week.

The process seems to be as follows:
The new GP sends a transfer form to the old GP.
The old GP receives the transfer form and sends the records to a central clearing centre.
The records are then transferred to the new GP.
