Care home fees and tenants in common

Hi, I’m new to this forum so I hope this is in the right place! My mum is in a care home with dementia and has been paying for her care for a year and has now run low on savings so the council have agreed to pay her fees. Dad lives in their flat, which they are tenants in common. Whilst he is living there they disregard the value of the property with respect to mums care home fees. If my dad came and lived with us can they make him sell the flat to pay for her care, or can they not do that as dad owns the other half or does he have to be living there?
Any advice appreciated.

i maybe wrong,i think he takes his half when/if he sells up.

What would be the point of leaving it empty, other than to deprive mum of the asset?

I believe that property is only disregarded as long as the spouse/other qualifying person is living there
Having the property owned as tenants on common doesnt make any difference while both are alive.
