Vascular dementia without high blood pressure?

My mom was just diagnosed with Vascular dementia but she doesn't have high blood pressure, high cholesterol, diabetes and is thin. She's been a health but her entire life and has always worked out at least 4 days a week. Her doctor doesn't see any signs of her having a stroke. I've searched everywhere to try to figure out what's caused this and what her future looks like and have gotten zero info.

About 4 months ago she started changing and by the 1st of May she was hearing voices and seeing things.

Does anyone have any ideas what is caused this damage to her brain?

My mother had vascular dementia and like your she was not diabetic nor did she have high blood pressure. She did have a few TIAs - transient ischaemic attacks however and I think this led to her dementia beginning and progressing.
