Speaking after social worker decision

Briefly. Aunt has Alzheimer’s, residential care home , CHC nurse, Hospital all agree to return her to the residential care for short term then review. The social worker said NO has to be nursing home. Which is far for her husband to travel.
My question is:- can we appeal. Financial not required. Family do NOT want additional funding. Care home happy to take her back. Can we appeal the social workers decision?
Sorry this is so long. But it’s a urgent advice needed
