s117 funding is analogous to a stay in hospital so your sister will keep any private pension and basic state pension, most other DWP payments will cease after 28 days which include any time in hospital.
Make sure the DWP are kept informed of admission to, and discharge from, hospital with details of the discharge.

As Nitram says, you are entitled to all pensions, savings etc on a 117. My Father is on a 117 and he keeps all of his.

He also gets to keep a proportion of his PIP paid when he is in the Care Home, I know it's depending on what percentage of the fees the CCG pay versus Social Services (under the 117) but when he was in his last CH, he kept around 35% of his PIP.
