Actually, in a way the co-ordinator is correct. When the system changed in 2007 from low, medium and high, people who were on the high rate kept the high rate, while everyone else went onto the standard rate. So the high rate is only for those people assessed as being high before 2007 who haven't subsequently been found to need CHC. The implication is that if you were high RNCC then you probably are eligible for CHC. I don't know if that's how it's worked in practice though. Anyway, yes for new assessments there is only standard RNCC or CHC - nothing between those two.
