ID for my father

We are considering moving my parents to live much closer to us. This will be somewhat disorientating for my father who suffers with Alzheimer's. His doctor has suggested we provide him with some type of medical ID tag / GPS system - in case he becomes disorientated in his new village. My mother is very anti the idea of a 'tag'. She is of the opinions that is what criminals wear.
Two queries:
1. My father has never worn jewellery so how do we present him with a bracelet / neck tag?!? ... And expect him to wear it? He refuses to leave home with a mobile phone -for example on a dog walk. He is alert enough to refuse an ID- type necklace or bracelet. He will, surely, get lost in the countryside at some point. The dogs he walks would not be able to 'home'.
2. Research shows a USA GPS system stored in a shoe (fab) - does a UK equivalent exist?

I used an engraved pet tag on my husband`s key ring. He was happy with this because he couldn`t remember his phone number.
