Hello @David mitchell. Welcome to Dementia Talking Point. I hope you will find it helpful and supportive.

If your mom is only going to be in a care home for three weeks, no one can expect her to sell her home.

If she is going to be in residential care permanently and needs the local authority to pay for her care, if she has no savings but has a property she will be expected to sell it to pay for her care.

I know it`s tough. People are fighting against this but so far nothing has changed.

If the short stay is to help her recover from an acute event she may be eligible for reablement https://www.nhs.uk/conditions/socia...ter-illness-or-hospital-discharge-reablement/ which can include a residential placement.
Failing this some arrangement may have to be made to pay the fees in increments over a suitable length of time, she does have capital - the house.
Don't rely on social workers for correct financial advice, contact the financial department.
Make an appointment with local AgeUK or CAB (citizens advice bureau) and ask for advice.

If the placement becomes permanent it may be possible to get a loan from the LA instead of selling the house, this is called a DPA (deferred payment agreement) https://www.moneyadviceservice.org.uk/en/articles/deferred-payment-agreements-for-long-term-care
Think carefully about this, unless other funds are available the house will finally have to be sold to pay of the debt of capital, interest, and legal fees.
Again seek advice from charities.
