It will be the Local Authority who will be paying for care if you qualify. What ever level of care your Mother needs they will pay for. They will pay for care costs not for the best room with the best view.
If nursing care is also needed then that is paid for by the NHS and I think that is around £109 per week.

To answer the question directly for my LA.
For people under 65 there is a premium for nursing over residential but for people 65 and over it depends on the CQC rating of the home.
Note that by some legal magic they are able to charge more in the LA run residential homes than any of their standard rates.

I understood that the CQC no longer gives ratings for homes. The are either fit for purpose or not for for purpose. I thought this came in in 2012 when they stopped the star rating.

I know the CQC grading changed but for 2013-2014 they probably used the 2012 ratings.
The rates will all change in April to give the 2014-2015 details, time will tell what they do.
It answers the OP's question, for people 65+ they currently do not differentiate between types of home but they pocket any FNC.

Ah, then I probably was only given the Guide to Residential Care 2012 for the over 65s as it has no ratings. That would explain it.
