Direct Payments

My partner is going into sheltered accommodation. Emotions aside, as his PoA
I will still oversee certain issues regarding his welfare.
He will be in a town 10 miles away from here, and I no longer drive because of sight problems.
We currently get Direct Payments from which we have been paying a PA to take us shopping and the general running about that I can no longer do.
Social Services have just said that Direct Payments will cease once he goes into sheltered living.
Is this correct, does anyone know? I can see the respite element ceasing, but it certainly would be a bind if the PA had to go.
