No, but they have to pay it out of the deceased estate if possible, certain debts take preference over others.

If a person has passed away with a debt are the executors responsible for it?

When a person dies, the executors are responsible for distributing the estate, paying any debts and the funeral costs as a priority. If there is not enough money in the estate to cover the debts, the creditors need to be informed of this and the debt 'dies with the person'. Insofar as there was no guarantor for the debt and the debt wasn't for a joint account.
