If I have read this correctly it indicates that the government will publish a plan by 1st April in which they will give guidance to care homes.

Correct.

I suspect it will allow care homes/health authorities to be able to make decisions depending on local conditions.

From the tone of the preceding paragraphs I would not be surprised if government involvement diminishes significantly…..no more dictate on no of visitors etc.

I guess if you don’t like the way the home operates visitor policies etc then In a free market you move the relative somewhere else. ( I know in practice this is very difficult)
