(Continuing Care in Scotland)-any experience of hospital-based complex clinical care

Online it says the eligibility criteria in Scotland, have been reduced to one question- Can the person's needs be met anywhere other than in hospital?

Had anyone been through this assessment? Any experience would be appreciated.
