Catch 22

Have to make a formal complaint regarding District Nurses daily visit to my Uncle - started 3 years ago with complaining to Nurses moved on to GP and Consultants then to Mental Health Advisor and Community Nurse - ended up at Senior Nurse and same problems still arise ...
The service is poor and badly managed and constantly breaks down

Now its 2015 and my formal complaint goes directly to the Hospital where the District Nurses are based.. i have little faith that this will improve things.

Is there an impartial body that deals with complaints?
