What this doesn't take account of is viral loading - from what I've read the binman touching another bin and then yours isn't likely to be enough viral load - it probably is actually more accurate for other viruses which need less viral load (flu and colds)
I do wash my hands after touching my bin but always have - bins are inherently dirty and this should always be the case.
