Assessment for eligibility for continuing care

My father has Alzheimer's he has a named social worker, and has recently been placed in emergency respite care to relieve my mother his sole carer, who became ill, she is 87 yrs. I looked after her and now they are both returned home. Social services have not been able to put the agreed care package care in the home to help my mother. He attends a day centre 4 x times a week. My mother cannot cope any longer, social services are trying to find another emergency respite place, he has just been turned down by one home because they cannot meet his needs and other residents might be at risk.
My question is why is he not being assessed for continuing care? Surely if a carehome with resident dementia patients cannot manage him why is it expected my mother can? How do I get him assessment? My mother wants him to go into care, I want to look after her.
