This is only my own opinion.
There are guidelines, but they are read differently by different authorities.
As I understand it, things like injections, catheterisation, intravenious drips come under nursing care.
Lionel can do nothing for himself, but his needs are still classes as personal.
No help I know, maybe we shall have the definitive answer someday.
