Could be that the contract for a crisis bed, charged at a subsidised rate whether or not used, includes the provision of a second bed under certain conditions. No point in wasting effort bidding if you know that you are not in the correct ball park.
Pressures on LA funded beds, and provider/LA discussions, are going to be high just now as the Welsh asset limit for funding has just been raised from £25k to £30k.
Unlike England there is no lower limit, full funding now starts at £30k.
