Advice needed urgently for social security assistance in Spain

My 82 year old mother lives in an assisted living home in Benalmadena, Spain. She needs daily assistance but can live independently. She has early dementia.
She does not have any assets and has an income of 1000 euros monthly from pensions. She has been a Spanish resident for nearly 30 years.
Until this year I spilt her rent with other members of the family but this has changed and I am being expected to pay it all. I simply cannot afford it. I live in US and there are no other family members who will allow her to live with them.
Her current residence is very isolated and requires a taxi every time she goes out. We need to find an alternative that is better suited to her needs and less expensive.
I believe with her meagre income and lack of savings she might be eligible for some social security funding. please would anybody advise me on what I should do to implement this.
