Competing COP forms when both parties who own a property lack capacity

my parents both have dementia and lack capacity, myself and my brother have recently got deputyship for them for property and financial affairs. However as their house (they are both now in residential care) is owned by them both jointly I have been told I need to submit more COP forms ( Cop1, cop1d, cop12 and cop24) in order to be able to sell their property to pay for their care. Having downloaded the forms they don’t appear to lend themselves for a situation where both property owners lack capacity. Has anyone else come across this?

I suspect the answer will be to fill in two sets.
