Live in carer and council tax

Hello.
My mum lives on her own and has dementia, she has carers 3 times a day and, we are thinking of getting a friend of the family to move in with her so she has someone with her overnight. He is 74 and does not own his own home ( he is currently living with his daughter) and is a very young 74. Would he have to pay council tax ? Mum is excluded due to severe mental impairment We would not be paying him..

Council tax has nothing to do with age. If there are two people in a household and one is exempt then the other should get the single person discount of 25%. However, if that person is the carer of the other and is NOT a partner, spouse or child they should be exempt also.
