This is a US case in New York State. There is no exact equivalent in the UK. The nearest equivalent procedure in England and Wales would require appointment of a Deputy by the Court of Protection. I have no statistics as to how commonly nursing homes ask Local Authorities to apply to the COP for a Deputy to be appointed, but ordinarily I would expect such an appointment to take place before (or around about the same time as or shortly after) a person was admitted to long-term residential care, simply because of the way funding works in the UK.
