Now Where?

My 91 year old mother has worked her way through carers going into her home, a live in carer, a residential home and now a home with a dementia unit. Her behaviour is getting very challenging - she sees she has nothing wrong and is refusing help with dressing and any intervention so much so that the staff feel like they are neglecting her. She also worries other residents and makes all sorts of demands. In many ways she is mentally alert which seems to be a contradiction! The staff are finding her a real challenge and there seems to be an indication that she needs to be elsewhere but where now? I have requested that she is seen by a dementia consultant for help with her management. Any advise, help or suggestions would be very welcome
